Dakota Partners was founded in 2006 when Roberto Arista and Marc Daigle merged their individual real estate development businesses. Shortly thereafter Steve Kominski joined Dakota, bringing substantial experience in financing projects with low income housing tax credits (LIHTC), historic tax credits (HTC), and other federal, state and local programs. Since then, Dakota Partners has assembled an exceptional team that has decades of experience designing, developing, and building residential and commercial projects. This extraordinary group of professionals is dedicated to upholding the highest standards of quality.

Our Leadership Team

Marc Daigle
As Principal and CEO, Marc oversees all of Dakota’s acquisition, entitlement, design and construction activities. Prior to co-founding Dakota, Marc was founder and President of Emerald Development Group where he developed two dozen projects with a value of more than $70 million. These projects ranged from luxury single-family residences to multi-family new and rehabilitated buildings. Before starting Emerald, Marc founded Architectural Partners where he designed more than 60 residential projects totaling almost 900 units of residential infill housing projects for other developers. Marc received a Bachelor of Science degree in Architecture and Engineering from Wentworth Institute of Technology.

Roberto Arista
Dakota’s co-founder and President, Roberto is responsible for the development, project financing, and asset management activities of the firm. Roberto brings over 20 years of project planning, budgeting, development and financing experience, and has successfully managed over $100 million in capital projects. Previously, Roberto was co-founder of Austin Development where he was involved in multi-family condominium projects. Roberto holds a BS in Engineering from Northeastern, an MBA from Boston College, and an MS in Real Estate Development from the Massachusetts Institute of Technology.

Stephen Kominski
Vice President of Acquisitions and Development
Steve directs all acquisition and financing activities for Dakota Partners, with responsibility for identifying, analyzing, securing and structuring the financing of sites and buildings appropriate for multi-family housing and historic conversion. Steve has more than 30 years of experience in real estate development, construction and asset management, including substantial experience developing properties that utilize state and federal tax credit incentives. Steve earned a BA in Economics from the University of Massachusetts at Amherst and an MBA from Suffolk University.

Frank Brachanow
Senior Project Manager
Dakota’s construction activity, which includes both general contracting as well as construction management, is led by Frank Brachanow. Frank brings over 35 years of construction experience with both general contractors and private developers, consistently completing projects on time and on budget. Frank has managed construction projects with a total value of more than $100 million. Frank holds both a BS and MS in Construction Management from Wentworth Institute of Technology.

Jim Peys
Senior Project Manager
Jim is responsible for construction management and overseeing risk management, contracts, compliance, estimating, project budgeting and cash flow for Dakota’s construction group. With more than thirty years in the real estate and construction industries, Jim has held executive positions in real estate brokerage, development, acquisitions, investment, and construction management. Jim holds a law degree from Whittier Law School and an undergraduate business degree from St. Michael’s College.

Eric Kuczarski
Development Director
Eric Kuczarski oversees and manages all aspects of the development process, including the closing, construction and/or renovation and lease-up of Dakota’s active projects. Eric brings over 15 years of project management experience in multi-family and mixed use development projects. Eric earned a BS degree in Mechanical Engineering from the University of Massachusetts at Lowell, an MS in Historic Preservation from the University of Pennsylvania, and a Certificate in Real Estate Design and Development from the University of Pennsylvania’s Wharton School.

Rob Emslie
Development Director
Rob Emslie oversees all aspects of the development process for our active projects, including project management and development consulting for multi-family projects using low-income tax credit and historic tax credit financing. Rob has over 30 years of experience in development, construction management, asset management and loan workouts. Rob received a bachelor’s degree from Dartmouth College and a master’s degree from Harvard University’s Graduate School of Design.

Rick Toney
Director of Asset Management
As Dakota Partner’s Director of Asset Management, Rick is responsible for creating and overseeing customized asset management strategies for our multi-family and mixed-used properties. Rick brings more than two decades of asset management experience, including positions at The Community Builders, Union Bank and Deloitte. Rick earned an undergraduate degree in business at the University of Cincinnati, an MBA at Xavier University, and a masters degree in taxation at the University of Southern California.

Kevin Chin
Kevin oversees Dakota’s financial and administrative operations, including accounting, cash and risk management, financial reporting and human resources. With over 25 years experience in budgeting, forecasting and financial analysis, Kevin most recently served as Controller at Suffolk Construction’s Liberty Construction Services Division. Kevin received a Bachelor of Science degree in Accounting from Northeastern University.

Jim O’Brien
Vice President of Development & Construction
Jim is responsible for project management and site permitting activities throughout the North East region. He brings with him over thirty years experience in Federal, State and local permitting activities. Jim has held executive positions in publicly held real estate firms and has worked with State and Federal finance agencies for a large array of construction projects. He holds a Degree in Electrical Engineering from Wentworth Institute, including a minor in computer science and fiber optics, an Unrestricted Builder’s License and a Broker’s License.
